RESOLUTIONS OF THE CITY OF HELENA, MONTANA
RESOLUTION NO. 19549

A RESOLUTION ESTABLISHING A NON-MOTORIZED TRAVEL ADVISORY COUNCIL FOR THE CITY OF HELENA
WHEREAS, the City of Helena has adopted a non-motorized transportation plan as part of the Greater Helena Area Comprehensive Transportation Plan; and

WHEREAS, Chapter Six of the Plan calls for the establishment of a citizen advisory council to advocate for and ensure implementation of the Plan; and

WHEREAS, the Helena City Commission recognizes that non-motorized transportation such as bicycling and walking are popular, non-polluting means of personal transportation and recreation; and




WHEREAS, traffic congestion, community growth, limited parking facilities, environmental issues, climate change, increasing fuel costs, energy shortages, and concern for personal and public health have combined to make non-motorized transportation an increasingly needed alternative to use of the automobile; and

WHEREAS, the Helena City Commission has a responsibility to provide for the safety and well-being of those who choose to travel on foot or bicycle; and

WHEREAS, the active participation of recreational bicycle riders, pedestrians, and commuters on the citizen advisory council will assist city officials in the development of a bikeing- and walking-friendly community; and

WHEREAS, the citizen advisory council duties shall include, but not be limited to, advocacy, education, encouragement, review, and general guidance and recommendations to the Helena City Commission; and

WHEREAS, it is the intention of the Helena City Commission to establish a citizen advisory council to make recommendations to the Commission and the Neighborhood Transportation Program regarding matters related to non-motorized travel and traffic calming, including the impact Commission actions may have upon bicycling, walking, and traffic calming, and the opportunity to contribute in an advisory capacity regarding all aspect[s] of the Cityʼs planning processes insofar as they relate to non-motorized travel.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF HELENA, MONTANA:

Section 1. A Non-Motorized Travel Advisory Council (the “Council”) is hereby established, and shall be comprised of individuals with knowledge, expertise, and interest in promoting non-motorized transportation and traffic calming. The general purpose of the Council is to advise the City Commission and the Neighborhood Transportation Program. The City Manager will direct City staff to participate with the Council to support Council activities.

The Council may have up to 7 citizen voting members that represent the biking and walking community, traffic calming experts, and citizens at large, and will include one (1) City Commissioner and one (1) Helena Citizensʼ Council representative as voting members. Member terms shall be 3 years with initial terms staggered at 1, 2, and 3 years. The Council may, as needed, appoint technical committees made up of non- council members.

Section 2. The Council shall meet monthly or a minimum of 8 times per year to conduct duties including: (1) recommending priorities in plan implementation and facility maintenance; (2) advocating for non-motorized facilities in new public and private development projects; (3) developing, supporting, and sponsoring educational and other programs that promote and encourage non-motorized transportation; (4) advocating for non-motorized facilities funding in the CIty budget and identifying potential outside funding sources; (5) reviewing and advising on grant applications, including CTEP; (6) advising on traffic calming measures; (7) developing and distributing a non-motorized transportation system map; and (8) other duties as assigned by the City Commission.

Section 3. The Council shall be provided appropriate plans and other materials for review within a timely manner, insofar as the plans relate to bicycling, walking, and traffic calming.
Section 4. The Council will coordinate with Lewis and Clark and Jefferson Counties on appropriate projects, as well other contiguous land management agencies.

PASSED AND EFFECTIVE BY THE COMMISSION OF THE CITY OF HELENA, MONTANA, THIS 11TH DAY OF FEBRUARY, 2008.
